Tobique Gaming License Cost 2026
The cost of a Tobique gaming license in 2026 depends on what is included in the project. The annual licence fee is €18,000, but that figure alone does not represent the complete cost of establishing a licensed online casino, sportsbook or other iGaming business.
A complete setup normally also involves application support, compliance preparation, corporate documents, an operating company and ongoing corporate administration.
Our current complete Tobique licensing package is €55,500. It includes the annual licence, application assistance, compliance work, document preparation, Costa Rica company incorporation and corporate service management.
This guide explains what the €18,000 licence fee covers, how the complete €55,500 setup is structured, what additional costs an operator should expect, and how Tobique compares with Anjouan, Nevis and Curaçao.
If you need the full licensing requirements, documentation and application process rather than only the cost, see our Tobique Gaming License service page.
Tobique Gaming License Cost at a Glance
| Cost Item | Amount | Type |

| Application Assistance | €18,000 | Professional service |
| Compliance Package | €7,000 | Project service |

You can compare the current Tobique package with our other jurisdictions on the iGaming License Pricing page.
How Much Is the Tobique Annual Licence Fee?
The current Tobique annual licence fee used in our licensing structure is €18,000 per year.
The licence is issued for a one-year term and must be renewed if the operator intends to continue operating under the Tobique framework.
The annual licence fee should not be confused with the total cost of obtaining the licence. A new applicant still needs to prepare the application, complete due diligence, establish the operating company and put the necessary compliance framework in place.
What Does the €55,500 Tobique Package Include?
The complete package is designed to cover the legal, licensing and corporate foundation of the business rather than simply the regulator-related annual fee.
| Included Service | Fee | Purpose |
|---|---|---|
| Application Assistance | €18,000 | Licensing support and coordination |
| Tobique Licence | €18,000 | One-year gaming licence |
| Compliance Package | €7,000 | AML, KYC and compliance preparation |
| Documents & Application Management | €3,000 | Corporate and licensing documentation |
| Costa Rica Company | €3,500 | Operating company incorporation |
| Corporate Service Management | €5,500 | Ongoing corporate administration |
| Total | €55,500 | Complete licensing and corporate setup |
What Is Not Included in the Tobique License Cost?
The €55,500 package establishes the licensing and corporate foundation of the project. It should not be confused with the full cost of launching and operating an online casino or sportsbook.
Depending on the project, the operator may still need to budget separately for:
- casino or sportsbook platform;
- game-provider or aggregation fees;
- sportsbook feed and trading services;
- payment-provider onboarding;
- banking or EMI setup;
- merchant acquiring;
- website development;
- game or software certification;
- hosting and infrastructure;
- customer support;
- CRM and bonus systems;
- affiliate management;
- marketing and player acquisition;
- ongoing accounting and legal support.
For this reason, the licence budget should always be calculated separately from the wider launch and operating budget.
Tobique First-Year Budget
For a project using our standard structure, the first-year legal and licensing budget can be summarised as follows:
| Budget Category | Cost |
|---|---|
| Annual Tobique Licence | €18,000 |
| Application Assistance | €18,000 |
| Compliance and Application Documentation | €10,000 |
| Costa Rica Company | €3,500 |
| Corporate Service Management | €5,500 |
| Total First-Year Package | €55,500 |
The actual total operating budget will be higher once technology, payment infrastructure, gaming content and customer acquisition are included.
Tobique Renewal and Second-Year Costs
The Tobique licence is issued for one year and must be renewed annually.
The annual licence component remains €18,000 under the current pricing structure.
However, the second-year budget should not be assumed to equal €18,000. The operator will still need to maintain the company, corporate administration, compliance framework and any other ongoing services required by the business.
A renewal budget may therefore include:
- annual Tobique licence fee;
- company renewal and corporate administration;
- compliance support;
- AML and KYC updates;
- regulatory reporting;
- updates to ownership or directors;
- changes to domains or gaming products;
- technical or certification updates where required.
Why Is a Costa Rica Company Included?
The licence must be connected to an operating legal entity.
Our standard Tobique structure uses a Costa Rica company because it can provide a practical international operating vehicle for contracting with platforms, game suppliers, payment providers and other commercial counterparties.
The company may enter into agreements with:
- casino platform providers;
- sportsbook providers;
- game aggregators;
- payment service providers;
- affiliates;
- marketing suppliers;
- technology vendors.
Another acceptable corporate jurisdiction may sometimes be considered, but the decision should be tested against banking, payments, tax and supplier requirements before the licence application begins.
Does Tobique Require a Cyprus Company?
No. A Cyprus company is not required simply to obtain a Tobique gaming licence.
Some operators add a Cyprus entity as part of a separate payment, collection or contracting structure where there is a commercial reason to do so.
Such a company does not replace the Tobique-licensed operator and does not extend the geographical scope of the gaming licence.
For a similar payment structure used by offshore operators, see our guide to Cyprus payment agents .
Tobique Compliance Costs
A lower-cost offshore licence should not be interpreted as a licence to operate without compliance.
The current package includes a €7,000 compliance component together with separate document and application-management work.
The business should be prepared to implement:
- AML and CFT procedures;
- customer identification and KYC;
- sanctions screening;
- transaction monitoring;
- source-of-funds controls;
- responsible-gambling procedures;
- geo-blocking;
- complaints procedures;
- ongoing compliance monitoring.
The Tobique Gaming Commission publishes a General Code of Practice as well as dedicated AML and CTF regulatory documents, so compliance should form part of the operating model from the start.
Technical and Certification Costs
Technical expenses depend heavily on the operator's model.
An online casino using an established third-party platform and already certified games may have a different technical budget from a company developing proprietary gaming software, RNG technology or its own games.
Where testing or certification is required, the cost should be treated as an additional project expense rather than assumed to be included in the gaming licence fee.
For more information, see our GLI Certification for Online Casinos guide.
Tobique Payment and Banking Costs
Payment infrastructure can become one of the most important costs after the licence itself.
A Tobique licence does not automatically guarantee a bank account, EMI account, card acquiring or access to any particular PSP.
Providers normally review:
- the licensed company;
- UBOs and directors;
- target markets;
- expected transaction volume;
- casino or sportsbook products;
- source of funds;
- chargeback exposure;
- AML and KYC controls;
- crypto activity where applicable.
Banking and payment-provider acceptance should therefore be tested before the project is structured solely around the licence price.
Tobique Gaming License Timeline
Tobique is generally positioned as a relatively fast licensing jurisdiction.
Our current working estimate is approximately 3–6 weeks for the licensing process once the application is sufficiently prepared.
The complete launch may take longer if the project still requires company incorporation, supplier onboarding, payment accounts, certification or website development.
A fast regulatory review is useful, but it should not be confused with the complete time required to launch a functioning online casino or sportsbook.
How Many Domains Are Included?
The current Tobique structure includes up to five domains.
This can be useful for operators planning multiple brands or separate casino and sportsbook websites.
Each domain should form part of the approved operating structure and should not be treated as permission to place unrelated third-party brands under the licence.
Is There a Gaming Tax?
Our current Tobique pricing is structured with 0% gaming tax.
This does not mean that the operating company has no tax, accounting or reporting obligations. Gaming licence fees and company taxation should be analysed separately.
The tax treatment of the business depends on the company used, the nature and source of income and the wider operating structure.
Tobique vs Anjouan, Nevis and Curaçao
Tobique sits in the lower-cost part of the international licensing market, but the licence should still be compared with the operator's realistic alternatives.
| Jurisdiction | Annual Fee | Typical Timeline | Typical Positioning |
|---|---|---|---|
| Tobique | €18,000 | Approximately 3–6 weeks | Startups and international offshore projects |
| Anjouan | €17,828 | Approximately 3–4 weeks | Lower-cost startup entry |
| Nevis | €28,000 | Approximately 4–6 weeks | Alternative international structure |
| Curaçao | €47,450 | Approximately 4–6 months | Growing and established operators |
Cost alone should not determine the decision. Payment-provider acceptance, suppliers, target markets, compliance burden and long-term growth can be more important than the difference between two annual regulator fees.

When Tobique Makes Sense
Tobique can be a practical option when:
- the operator wants to launch within a relatively short timeframe;
- the project does not require a Tier-1 licence from the start;
- the annual regulatory budget needs to remain moderate;
- casino and sportsbook products may be combined in one structure;
- the selected platform and suppliers accept Tobique;
- the target payment providers are comfortable with the jurisdiction;
- the business does not depend on locally regulated markets that require domestic licences.
When Another Jurisdiction May Be Better
Tobique is not automatically the right choice simply because the licence is relatively fast and affordable.
Another jurisdiction may be more appropriate where:
- a specific target market requires a local licence;
- institutional investors require a more established regulator;
- major counterparties will not accept Tobique;
- the business needs an EU licensing structure;
- the operator plans to scale into markets better served by Curaçao, Malta or the Isle of Man.
